Meet Dr. Tomlinson
Dr. David Tomlinson is an MIT-trained mechanical engineer, U.S. Navy–trained family physician, and Clinical Assistant Professor in the Department of Family Medicine at Brown University. Over three decades, he has built a career on a single conviction: newborn circumcision deserves the same clinical rigor as any other newborn procedure.
After witnessing the outcomes of unsafe technique firsthand, Dr. Tomlinson assembled an international team to develop the Minimally Invasive AccuCirc® device — now supported by published, peer-reviewed clinical trials. He has since served as a consultant to the World Health Organization, the National Institutes of Health, and the Gates Foundation, developing newborn male circumcision training programs across Africa.
Today, Dr. Tomlinson leads SafeCirc® Institute's mission to train the next generation of providers, ensuring every newborn — regardless of where or by whom they are treated — receives safe, precise, and compassionate care.

Carla Cesario, MD
Dr. Cesario earned her medical doctorate from Brown Medical School and completed her residency in Family Medicine at Brown University. With nearly two decades as a physician — including urgent care, hospitalist, and solo family practice roles at South County Hospital — she brings a breadth of clinical expertise and a deep commitment to patient-centered care to the SafeCirc® team.

Susannah Blair
Susannah serves as the SafeCirc® Director of Operations & Provider Relations, and brings over two decades of experience in community engagement, marketing, and family-centered organizations. As former Director of Advancement at Quest Montessori School, she has built a career around relationship-building, communications, and growth. A Boston College graduate in Early Childhood Education and Human Development, Susannah connects families to the SafeCirc® mission with warmth and expertise.

Lane West, RN, BSN
Lane is a Registered Nurse with over six years of acute care experience, including Cardiothoracic ICU and Neurology Stroke Unit care at Rhode Island Hospital and endoscopic procedures at South County Hospital. A summa cum laude graduate of Southern New Hampshire University, she brings exceptional clinical precision and compassionate, family-focused care to every SafeCirc® patient encounter, as well as families in Ghana, where she’s served alongside midwives.

Percy West, RN, BSN
Percy is a Registered Nurse with experience spanning Medical-Surgical, Spinal Cord Injury, and Cardiothoracic Intensive Care, along with specialized Interventional Radiology and Cardiac Cath Lab care at South County Hospital. A summa cum laude BSN graduate, she is known for her empathetic bedside manner and strong clinical skills — qualities she brings to every family at SafeCirc®. She also has international healthcare experience in Ghana, where she’s collaborated with birthcare providers.

McKenna Cahill, BSN, RN Candidate
McKenna is a summa cum laude BSN graduate of the University of Rhode Island, with clinical training in maternity, pediatric, and postpartum care. She has hands-on experience supporting newborn procedures at SafeCirc® and completed an OB fellowship at Hartford Hospital. Her evidence-based, family-centered approach makes her a trusted presence for parents and providers alike.

Located at 148 Main Street in Wakefield, Rhode Island, our Center of Excellence was purpose-built to blend clinical excellence with compassion while providing specialized newborn care. The SafeCirc® team offers unhurried outpatient procedures in a calm, welcoming environment and works with birth care providers throughout New England to care for their families.
